Data Fix: Multiple Accounting Issues at Deliver Event of Receipt having Both Recoverable Taxes and Non-Recoverable Taxes (Doc ID 2830628.1)

Symptoms

On : 12.1.3 version, GST Inventory

ACTUAL BEHAVIOR
----------------------
Below Accounting issues are identified for Receipt at deliver event having both recoverable and non recoverable taxes.

Issue 1: For Recoverable tax portion, Accounting happened as both recoverable and non-recoverable tax (ie. duplicate accounting generated).
         
Issue 2. For Non recoverable tax portion, accounting is not generated.

EXPECTED BEHAVIOR
-----------------------
Duplicate Accounting should not get generated for the recoverable taxes and accounting should have got generated for non recoverable tax.

STEPS TO IDENTIFY ISSUE
-----------------------
1.Navigate to India Local Purchasing/Inventory responsibility and query receipt
(N):- India Local Purchasing/Inventory -> Receiving Transactions Summary 
2. Query receipt
3. Click on Delver event and open India tax details form and View tax accounting
(N):- Tools-> India tax details
