LPN For PO Requisition Is Stuck In Receiving And Can't Be Delivered or Unpacked - Error "LPN XXX does not exist in this organization" When Trying To Unpack

Symptoms
An attempt is made to process an item that can't be delivered. The transaction is an Intransit Receipt.
The item is packed into an LPN. When trying to process the transaction in the Receiving Transactions for, it fails to process.
Steps
- Navigate: Inventory > Transactions > Receiving Transactions
- Query for the item.
- Upon check the receipt line, the following message is received:
Material is currently packing in LPN XXXX.
Proceeding with this transaction will result in unpacking of material for the LPN. - Save and the transaction is submitted for processing by the Receiving Transaction Processor.
The process fails with an Error.
Reviewing the WMS Analyzer output shows the LPN is stuck in receiving with an Intransit state.
The WMS Analyzer shows:
LPN Context = 6 (Intransit)
ORGANIZATION_ID = 85 (Shipping org)
A debug log is captured and shows the following messages:
