Symptoms

 When System for Award Management(SAM)Data Transfer concurrent request is run for a Supplier including Plus4(ETF), it ends with the following error

 In the Federal Administrator responsibility, navigate to Other>Requests>Run
     Select Single Request
      Enter SAM Data Transfer in the name
       Populate the parameters for File Location, File Name and the Update type
        Submit

Changes

 The Patches related to Unique Entity Identifier(UEI) from Note 2566877.1 have been applied.
