When attempting to hire applicant,
the following error occurs in form PERWSHRG

FRM-40735 ON-UPDATE trigger raised unhandled exception ORA-20002



Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Using HRMS Manager responsibility
2. (N) -> People ->Enter and Maintain
3. Query applicant
4. Actions -> Hire Application -> Permanent
