ACTUAL BEHAVIOR

ECC role 'UMX|PO_PCC_ECC_ROLE' is not assigned to responsibility however procurement command center is showing up.

EXPECTED BEHAVIOR
-----------------------
Expect procurement command center should not show up when role is not assigned.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to purchasing responsibility where ECC role 'UMX|PO_PCC_ECC_ROLE' is not assigned
2. Procurement command center tab shows up in responsibility
