Symptoms


Create Accounting has very poor performance where the 2 processes "Open Account Balances Data Manager" consumes most of the time for more than 30 minutes.


The issue can be reproduced at will with the following steps:


1. Responsibility: Oracle Payables

2. Path: Other -> Requests -> Run

3. Run Create Accounting
