Email Center Module Attachment Issue

Symptoms
On : 12.2.9 version, Message Component
When attempting to add attachments in new email or existing email reply,
the following error occurs.
ERROR
-----------------------
"Set Profile option FND: Diagnostics to 'Y' to view Stack Backtrace".
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to (R) Email Center Agent Console > Inbox
2. Click on Message.
3. Open the existing email or compose new email
4. Click on Edit Attachment link.
