Unable to Login To Inventory Responsibilities Using The Android Phone App (Doc ID 2832367.1)

Symptoms

We enabled Mobile Inventory and are able to login using the Android App "Inventory" for EBS
but after login we are unable to see any responsibilities. We tried this with both Android and iOS phones.
The user has Mobile enabled responsibilities assigned to their user account but they don't appear after logging in.
Example responsibilities are "Materials Mgmt" and "Materials & Mfg".
