Service Request Cannot Be Created As This Type Is Not Tied To The Current Responsibility. (Doc ID 283245.1)

When attempting to create a Service Request from Email Center, the following error occurs :

"API Programming Warning (CS_ServiceRequest_PUB.Create_ServiceRequest): Value '' for verify_cp_flag has been ignored and defaulted to 'N'.  The Service Request cannot be created as this type is not tied to the current responsibility"

Steps to reproduce:

1. Login to Email Center Agent Console responsibility

2. Click on Messages tab -> Select a message from a Customer -> click on the message link to open an email.

3. If Service Requests is configured for use with Email Center, the "Service Request" container appears on the right of the page.  Click on Create.

4. The  "Create Service Request" page opens.  Fill in the relevant SR details and click on Apply.
