Symptoms

Not able to process stuck transactions from MTL_TRANSACTIONS_INTERFACE(MTI) with ERROR_CODE='Oracle Error'

STEPS

The issue can be reproduced at will with the following steps:
1. Go to Inventory
2. Go to Transaction Interface
3. Try to re-submit the transaction
4. Can see the error on the form
