Symptoms

Not able to process stuck transactions from MTL_TRANSACTIONS_INTERFACE (MTI) with ERROR_CODE='Oracle Error'

The issue can be reproduced at will with the following steps:

1. Go to Inventory (R) => Transactions => Transaction Open Interface
2. Find the transactions using item or any other filter
3. Try to re-submit the transaction
4. Can see the error on the form
