Error "You Pressed The Button Multiple Times" While Amending The RFQ (Doc ID 2832544.1)

Symptoms

Attempting to Create an Request For Quotation->RFQ  Amendment and  the following error occurs.

ERROR

Error message "You pressed the button multiple times. A new version of the document already been created, and it is available on the Manage Draft Negotiation Page".



STEPS TO REPRODUCE
===================
The issue can be reproduced at will with the following steps:
1. Sign on to Application 
2. Select Responsibility: Sourcing Super User / Sourcing Buyer
3. Navigation Sourcing Home-page >> Create: Sourcing RFQ and Publish
4. Create Amendment, And Cancelled before Publish.
5. Again Try to Create Amendment .
6. And Receive Error Message: "You pressed the button multiple times. A new version of the document already been created, and it is available on the Manage Draft Negotiation Page".
