Symptoms
A Secondary Charge Rule is created with a Rate Record using a Rate Condition that applies only with a specific Equipment Group. When this Secondary Charge Rule is used to create a shipment, the shipment is created with the Equipment Group specified on that Rate Condition, however the rating is testing that condition using a different Equipment Group. As such, the cost of the Secondary Charge Shipment is evaluating to 0, when it should be the cost of the Rate Cost
