R12: AP: The Concurrent Program "Create Accounting" (XLAACCPB) and Child "Accounting Program" (XLAACCUP) Stuck in Running Phase for Long Time Until are Shutting Down with Error Messages "APP-FND-01564" and "ORA-03114: not connected to ORACLE" (Doc ID 2832823.1)

Symptoms

The concurrent program "Create Accounting" (short name XLAACCPB) and child concurrent program "Accounting Program" (short name XLAACCUP) are stuck in "Running" Phase for long time until are shutting down with the following error messages retrieved in the logs:

Caused by: java.lang.RuntimeException: oracle.apps.fnd.common.AppsException: java.sql.SQLException: Listener refused the connection with the following error:
ORA-12528, TNS:listener: all appropriate instances are blocking new connections


Cause: get_interim_status failed due to ORA-03114: not connected to ORACLE.

The SQL statement being executed at the time of the error was: &SQLSTMT and was executed from the file &ERRFILE.
ORACLE error 3114 in AFPRSR-Resubmit_Time

Cause: AFPRSR-Resubmit_Time failed due to ORA-03114: not connected to ORACLE

The Online Create Accounting from Invoice Workbench/Payment Workbench for a specific invoice/payment is working fine.

 



STEPS
-----------------------
The issue can be reproduced at will with the following steps:

  1. Log in the Payables responsibility
  2. Click on - View - Requests - Submit a New Request - Single Request - OK
  3. Name: Create Accounting
  4. Fill the desired parameters - OK
  5. Submit
  6. Wait until it is finished
  7. Review the log of the concurrent program 'Create Accounting'
