Symptoms

PRC: Generate Cost Accounting Events and PRC: Distribute Usage and Miscellaneous Costs programs are experiencing severe performance issues and each is running for multiple days.

A sorted tkprof and AWR report shows the following expensive query in any of these programs:

Steps to Reproduce:
------------------------

  1. Log into a Projects responsibility
  2. Navigate to Other > Requests > Run
  3. Submit PRC: Generate Cost Accounting Events or
  4. PRC: Distribute Usage and Miscellaneous Costs

Changes

Significant increased in data volume, in the order of millions of transactions per day.
