Symptoms

ACTUAL BEHAVIOR
 The customer had used the following SQL to set a default value for a concurrent parameter in their add-on concurrent and it had worked for a long time.
 But, after applying some EBS patches, it got to return NULL.

 They confirmed there was no change about profile options which is related to Multi-org settings such as "MO: Default Operating Unit" and "MO: Security Profile", etc.

EXPECTED BEHAVIOR
  The SQL should get the value for the concurrent default parameter.
