Symptoms
After upgrade to 12.2.10 RUP 14 when manager attempt to provide comment for appraisal final rating
the following error occurs.
ERROR

ORA-06502: PL/SQL: numeric or value error: character string buffer too small in Package hr_assessments_swi Procedure update_assessment
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. (N) XX Manager Self-Service responsibility -> Performance Management > Appraisal
2. Click on Update Appraisal -> Go to Provide Overall Rating
3. Enter comment (around 2000 characters)-> click on Apply -> error is raised in self-service page
