Symptoms

Problem Statement
After upgrading from 11i to 12.2.10
When attempting to Apply Workflow Activity Based Hold "Create Supply Hold", against BTB/ATO line the following error occurs from user interface.

Or

When attempting to Apply Workflow Activity Based Hold "Pick Line", against order line the following error occurs from user interface.

Error

Hold on workflow activity Create Supply Hold is not applicable to this record.
OE_NO_HOLD_FOR_ACTIVITY

Or

Hold on workflow activity Pick Line Hold is not applicable to this record.
OE_NO_HOLD_FOR_ACTIVITY

Steps to Reproduce

<Hold Setup>

(N)OM > Setup > Orders > Holds
Hold Definition:
Type :Order Administration Hold
Workflow Item : OM Order Line
Workflow Activity: Create Supply Hold

or

Workflow Activity: Pick Line

<Steps to Reproduce>

  1. (N)OM > Orders, Returns > Sales Orders
    Create Sales Order with Back to Back line
  2. Progress Back to Back line till create requisition and purchase order and receive
  3. Order line status becomes Awaiting Shipping
  4. (N)OM > Orders, Returns > Sales Orders > Query the Order > Go to line > (B)Actions > Apply Hold
    Try to apply the WF Activity Based Hold "Create Supply Hold"

or

  1. (N)OM > Orders, Returns > Sales Orders
    Create Order and Execute Pick Release and Order Line Status becomes Picked
  2. Apply workflow activity Pick Line Hold
