ACTUAL BEHAVIOR
For the particular item, New purchase requisition not getting generated by the Min-Max planning program even though there is no on-hand available and all require setups were correct.

EXPECTED BEHAVIOR
New purchase requisition must get generate by the Min-Max planning program when there is no on-hand available for the item

STEPS
The issue can be reproduced at will with the following steps:
1. Navigate to "Inventory => View => Requests => Submit a request => Min-max planning report
2. Enter the other related details and submit the program
3. Post completion of the program, will see that the requisition not get created
