Error While Removing Emergency Contact

Symptoms
When attempting to remove the Emergency contact in Self Service, the following error occurs:
ORA-20001: A relationship of this type already exists between these two people at this time. ORA-06512: at "APPS.HR_UTILITY", line 970 ORA-06512: at "APPS.HR_PROCESS_CONTACT_SS", line 15729 ORA-06512: at line 1
Steps to reproduce:
The issue can be reproduced at will with the following steps:
1. Navigate to Employee Self Service
2. Click on Personal Information
3. In the Emergency Contact section, select the contact and click Remove
4. In the Remove Contact page, enter a value for end date and click Next
