R12:AP: 1099-NEC Form Prints Out of Alignment to IRS Pre-Printed Form (Doc ID 2833901.1)

The 1099 Patches for year 2021 have been applied, but the 1099-NEC form is printing out of alignment to the IRS pre-printed forms.

Steps to Reproduce
Navigate in Payables to Other > Requests > Run 1099 forms

Review the output and see the printout is not line up properly with the form. The alignment is off
