Why is all the email addresses of the learners displayed even when you choose specific learner?

1. Responsibility Learning Administrator
2. Catalog  > Catalog Search >  Offering> Click on Manage Classes>
3. Class page will show class name with Notify email icon
4. Click on Notify email icon
3. Under Select Recipients select Enrollment Status: Placed and select the specific learner.
4. Mail Address box show multiple addresses for placed learners instead of the one specific learner selected.
