In Oracle Sourcing, the Bid Attachments From the Previous Round's Bid Are Copied To the New Round's Bid (Doc ID 2834808.1)

Symptoms

In Oracle Sourcing, Release 12.2.4 and later, when creating a new round of an RFQ document, supplier attachments are copied from previous round to new round when the supplier creates quotes (bids).

It is expected that the previous round's attachments will not be automatically copied to the new round quote, as the "Retain Attachments" option is not enabled during the new round creation.


Steps To Reproduce

The issue can be reproduced at will with the following steps:
1. Create new RFQ and publish.
2. Suppliers create quotes (bids) and add attachments.
3. Buyer closes RFQ.
4. Buyer creates new round of RFQ with the option "Retain attachments" not enabled (disabled).
5. In new round of RFQ, the same supplier users participate.
When supplier user tries to create the quote on new round of RFQ, the attachments from previous round are copied to the new quote being created against the new RFQ round.
