Monthly Returns Corrections: The Download Works For One Operating Unit But Not For The Others (Doc ID 2834922.1)

Symptoms

Download Construction Industry Scheme (CIS) Monthly Returns for correction. This works fine for the first Operating Unit (OU) but for any other next OU it no longer works. 

Note: the first Operating Unit tested always works, for the remaining one(s) it always stops working. 

 
STEPS TO REPRODUCE:
The issue can be reproduced at will with the following steps:
First OU:
1. Submitted Monthly Return to HMRC for, example, Jan-21
2. Generated CIS supplier statement
3. Download the submitted Monthly Return into Excel/WebAdi. Made one correction to a supplier's submission
4. Resubmitted the CIS monthly return to HMRC for Jan-21 . All successful.

Second OU:
1. Submitted Monthly Return to HMRC for Jan-21.
2. Generated CIS supplier statement
3. Download the submitted Monthly Return into Excel/WebAdi - note it doesn't download through this sub-sequence of steps:
  a. Download Monthly Return
  b. Create Document
  c. Excel opens
  d. Window security sign-in 
  e. Press button to Enable Content
  f. Message showing - 'Wait until download has completed... Do not close window or try to activate workbook'
  g. Note a Warning - Use the OracleRibbonMenu  > Ok
  h. Nothing is downloaded

Changes

Need to change the Monthly Returns for more than one Operating Unit for the same period.
