Non Recoverable Tax Accounting is not generated for Receipts in OPM Organization when FOB is Receipt

EXPECTED BEHAVIOR

System Should generate the non recoverable tax accounting for the Receipt in OPM Organization

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. (N)> India Local Purchasing-> Oracle Purchasing -> Receiving -> Receipts

2. Create New Receipt

3. Confirm Taxes

4. Verify the Receipt accounting generated
