In Oracle Sourcing, A Performance Issue Occurs When Creating a Surrogate Quote (Doc ID 2835075.1)

Symptoms

In Oracle Sourcing, Release 12.2.10, there is a performance issue during creation of a surrogate quote.
(The issue may also exist in Release 12.2.5 through 12.2.9.)

In Draft Surrogate Responses, while clicking Update icon or save draft for the line, it takes too much time to load after upgrade to 12.2.10 (two minutes or more for each occurrence).
It is expected that there should not be any performance issue while clicking Update icon or save draft for the line.

The issue has occurred after upgrading E-Business Suite from 12.1.3 to 12.2.10.
The database also has upgraded from 12.1.0.2.0 to 19c, but it is not known if this is a factor in the issue.



Steps To Reproduce

The issue can be reproduced at will with the following steps:
1. Navigate to QS Purchasing Assistant Buyer (RFQ/Quote) >> Sourcing >> Sourcing >> Sourcing Home Page
2. Click on “Draft Surrogate Responses”
3. Search “Negotiation Number” = 36310-2
4. Select 1st Line
5. Click on “Update” button
6. Experience performance issue - 2+ minutes.
7. Enter some values
8. Click on “Save Draft” button
9. Experience performance issue - 2+ minutes.
