Request For Quotation(RFQ) Abstract Page Does Not Sort Correctly The RFQ List (Doc ID 2835123.1)

On : 12.2.5 version, Auction/RFx creation

ACTUAL BEHAVIOR
---------------------
In Oracle Sourcing, When launch Request For Quotation(RFQ) abstract page, the default filter is "ALL". The RFQ list does not sort correctly.
It is currently displaying old closed RFQs before recent closed RFQs.

EXPECTED BEHAVIOUR
----------------------------
Recently closed RFQs should be listed immediately after the active ones.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Sourcing> Negotiations
2. Open the RFQ abstract page using the URL.
3. It is currently displaying old closed RFQs before recent closed RFQs.
