Problem Statement:

When attempting to create collective agreement the following error occurs.

FRM-40735: ON-INSERT trigger raised unhandled exception ORA-01400.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Log into application using Global HRMS Manager

2. Navigate to Work Structures -> Collective Agreement -> Define Entitlement Item

3. Key in all the details

4. Click on save

5. Error is thrown
