PAXSUDBR Rates Disappeared From PA Rate Schedule Between 12.1.3 to 12.2 Upgrade

Symptoms
ACTUAL BEHAVIOR:

Rate schedule "019-LABOR BILL RATE" that is used on billable project for billing purposes appears blank, and has no values.
The job group which previously had a value of "xxxx" is now blank. In addition, the list of values to select job names does not have any entries either.
Recently customer upgraded from 12.1.3 to 12.2 and when they compare the two rate schedules from our current production to non-production test environment, the rate shows properly in the test environment.
Reproduce By Steps
1. Use a Projects form responsibility
2. Navigate to Setup > Expenditures > Rate Schedules
3. Query the Job Rate Schedule and the record is blank for the Job Group
Changes
Recently customer upgraded from 12.1.3 to 12.2 and when they compare the two rate schedules from the difference instances, the rate shows properly in the 12.1.3 but not in 12.2
