Email Center Rich Text Editor For Message Is Not Available (Doc ID 2835742.1)

Symptoms

When attempting to create a message using the Rich Text Editor, the option is not available in Microsoft Edge (Chromium) or the Chrome browser. 

Steps
(R) Email Center Agent Console
(N) Home > Inbox
Open Email message
Click on Message Preferences

No Rich Text editor option.
