poor performance in WIP component Pick Release form
EXPECTED BEHAVIOR

Job should get released in stipulated time.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to WIP responsibility
2. Navigate to WIP component
3. Query a job and release it
4. It will take 30mins to complete a transaction
