RFQ Was Cancelled, But Emails Are Not Generating For All Invited Suppliers (Doc ID 2835978.1)

Symptoms

After upgrade to 12.2.10 from 12.2.8, RFQ was cancelled, emails are not generating for all invited suppliers.

Please note that from 12.2.8 functionality, it is not need quote for an RFQ to receive notification.
Sometimes RFQ can get cancelled before quote was issued.

WORKAROUND:

Add the additional contact email addresses to each supplier.

STEPS

The issue can be reproduced at will with the following steps:
1. Create RFQ. After its published user canceled it.
2. RFQ is in CANCELLED status
3. Cancel Notices (ie both Email and Worklist) are not getting generated for ALL invited suppliers on RFQ.
