Rate Calculates on 27 Pay Periods Instead of 26 For Certain Years

Some years for bi-weekly and weekly payroll cycles, there are 26 pay periods but 27 pay period end dates.
The rates for Flexible Spending Accounts are calculating based on 27 pay periods instead of 26.
