Concurrent Program is Set As "Global" Incompatibilities But Runs As "Domain-specific" Incompatibilities (Doc ID 2843999.1)

Symptoms

Actual Behavior
Add-on concurrent program has been set as Type : Global on Incompatible Programs form via Concurrent Programs form but when running the concurrent program at the same time using two different responsibility, concurrent program will not run as globally incompatible and it is behaving as incompatible based on Conflict Domain level.

Fact

1. (N)Concurrent -> Program -> Define -> Parameters(G) : Concurrent Programs Parameters form for the issue occurring add-on concurrent program has not set any value on "Conflicts Domain" field.

2. Two responsibility have different value set to "Concurrent: Conflicts Domain" profile option

Responsibility A  : <value A>
Responsibility B  : <value B>

Steps
1. Run add-on concurrent from responsibility A
2. At the same time as step 1, run add-on concurrent from responsibility B
