R12: OIE: NullPointerException at CumulativeDistancesVOImpl.getCumulativeIndex When Editing an Expense Report (Doc ID 2846462.1)

An upgraded expense report cannot be updated due to the following error:

java.lang.NullPointerException at oracle.apps.ap.oie.server.CumulativeDistancesVOImpl.getCumulativeIndex

The issue can be reproduced at will with the following steps:

Log into the Internet Expenses Responsibility
Query up the expense report
Navigate from the "General Information" section to "Cash and Other Expenses" section
The error occurs

The following query returns the problem data:

The expense report was upgraded from a prior version of Oracle Applications.
