'Assignments Unavailable For Processing' Report Includes Terminated Employees (Doc ID 2846536.1)

Symptoms

After upgrading from 12.1.3 to 12.2.X, it is observed that terminated employees are included on the Assignments Unavailable for Processing report.  It is found that the terminated assignments do not have a Final Process Date on the termination record and are picked up by the payroll run and marked as 'Skipped' during the payroll run.  This did not happen prior to the upgrade.  On the report, these employees are listed under the heading 'List assignments who are not available to be processed' with reason of 'Previous Incomplete Action'.  This is misleading because  the assignments are in fact able to be processed since there is no Final Process Date on their termination record.  Also, the reason 'Previous Incomplete Action' is not informative and should show the assignment as skipped.

Steps to Reproduce

From HRMS Manager responsibility:

1. Terminate employee with no Final Process date entered.  Navigate: People > Enter and Maintain > Others > End Employment

2. Run Payroll concurrent process. Navigate: Processes and Reports > Submit Processes and Reports > Single Request

3. View Payroll Run Results and see the assignment has status Skipped.  Navigate: View > Payroll Process Results > query for Payroll Run > Assignments

4. Run Assignments Unavailable for Processing concurrent report. Navigate: Processes and Reports > Submit Processes and Reports > Single Request
