Unable to enter budget for new accounts/cost centers where no code combinations exist, even if Dynamic Insertion is enabled for the chart of accounts.
The budget entry form does not bring any accounts.

1. GL Responsibility > Setup > Financials > Flexfields > Key > Values
2. Create a new account
3. In the same for, set Allow Posting and Allow Budgeting segment qualifiers to Yes
4. GL Responsibility > Setup > Financials > Flexfields > Key > Segments > Verify Dynamic Insert is enabled for the chart of accounts
5. GL Responsibility > Query the Budget Organization and verify it includes as ranges all the accounts (00..ZZ)
6. Maintain the Budget Organization by using Maintain button
7. Verify the concurrent request triggered ends fine
8. GL Responsibility > Budget > Enter Budget Amounts form > Query by the above segment value newly created
9. Observe the form brings no code combinations
10. GL Responsibility > Setup > Account > Combinations
11. Create a few code combinations using the segment value created in step2
12. Repeat steps 6-7-8 > this time code combinations are retrieved in the form correctly

The users would expect the system should bring potential code combinations in the form for budget entry even if they are not created yet, since dynamic isnertion is enabled for the chart of accounts.

New segment values created in the system.
