Symptoms

On : 12.2.9 version,

ACTUAL BEHAVIOR
---------------
Process order API is taking a long time to process when changing customer on orders. The issue occur after upgrading to 12.2.9.

On 12.1.3 instance it had a 1 min 25 sec processing time. While in 12.2.9 instance it had a 1hr 17 min processing time.

EXPECTED BEHAVIOR
-----------------------
Expect the same performance as in release 12.1.3.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run process order API to change customer on orders.

Changes

Upgrade from 12.1.3 to 12.2.9.
