R12.2.10+ Sales Order Manual Freight Charge List of Values Errors with: FRM-41830: "List of Values contains no entries" (Doc ID 2847641.1)

On : 12.2.10 version,

When attempting to apply a manual freight charge to an order line or to an order header,
the following error occurs after clicking the 'Charge Name' list of values (LOV)

ERROR
on the order line form after clicking the 'Charge Name' LOV , it returns
  FRM-41830: List of Values contains no entries.

CHANGES
Upgraded EBS from 12.1.3 to 12.2.10
Ensured setup requirements are in place per
  <Document 741154.1> - There is No Charge Name in the List of Values At The Sales Order Line Level Nor the Sales Order Header Level - FRM-41830: List of Values contains no entries.


STEPS
The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User (or equivalent)
2. Navigate to: Orders, Returns > Sales Orders
3. Enter order header
4. Enter order line for a shippable item
5. Save.
6. While on the order line, select Actions > Charges and Freight Costs
7. Click on the 'Charge Name' list of values and it shows:
    FRM-41830: List of Values contains no entries.
8. While on the order header, select Actions > Charges
9. Click on the 'Charge Name' list of values and it shows:
    FRM-41830: List of Values contains no entries.
