TDS amount rounded even if taxable amount rounding is not set

Symptoms
Problem Statement

Issue exits with rounding of TDS amount generated on invoices even if taxable amount is not specified in the relevant TDS regime.
Steps to replicate
-------------------
1. (N) Oracle Financials for India - Define Regime - Regime registration.
Search for the relevant TDS regime.
Under Rounding tab ensure that rounding is specified only for attribute "Tax amount" i.e. set to value as "Nearest Rupee".
Taxable amount is not defined.
2. Raise a Payable invoice and apply TDS taxes. For Ex: invoice amount : 3449.6. Tds tax rate is 5%.
3. Upon validation TDS invoices get generated.
4. Observe that TDS amount is generated as rounded off amount.
TDS amount is populated as 173.
Actual TDS amount is 172.48
As rounding setup for "Taxable amount" attribute isn't defined expectation is such that the TDS amount should be 172.
Expected Behavior
---------------------
Expectation is such that the TDS amount should be generated adhering to the defined rounding setup.
