Error while Expiring Instance: Operation not allowed for Item instance associated to a subscription item (Doc ID 2848454.1)

Symptoms

On 12.1.3,

Error received when expiring instance associated with a subscription contract.
This error is thrown even if the contract associated is terminated or cancelled, not just active contracts

ERROR:
Operation not allowed for Item instance associated to a subscription item

Steps to reproduce:
1. Navigate to Oracle Installed Base Agent User> Instances. Search for an IB instance which is associated to a subscription contract line -The contract line can be in any status, not just Active
2. Select the item instance and click on Expire button
3. Error is thrown

Business Impact:
Instance cannot be expired in IB, even though the contract is not in active status. Instances of contracts in Terminated or Cancelled status should be allowed to be expired
