Symptoms

Below packages become invalid when applying the consolidated upgrade patch to upgrade to 12.2.x version.

AP_AID_TABLE_HANDLER_PKG
AP_EMPLOYEE_UPDATE_PKG
AP_PURGE_PKG
AP_RETAINAGE_PKG
AP_RETRO_PRICING_PKG

EXPECTED BEHAVIOR
--------------------------
All packages should get compiled and valid

STEPS TO REPRODUCE THE ISSUE
----------------------------------------
The issue can be reproduced at will with the following steps:
1. Apply the consolidated patch to move to 12.2.x
2. Above packages will become invalid.

 Upgrading from 12.2.x instance to 12.2.10
