When submitting AME journal batch for approval, the following error occurs WF notification

ERROR Message: ORA-01400: cannot insert NULL into ("GL"."GL_WF_ACTION_HISTORY"."WF_PREPARER_NAME"

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to General Ledger Responsibility
2. Journal > Enter
3. Enter the Journal and submit for Approval.
4. Then go to Workflow Administrator Responsibility
5. Status > Monitor
6. Query the notification with 'Type Internal Name' as 'GLBATCH' and
    Item Key with '&Batch id'.
7. Open the error out notification activity.
