ACTUAL BEHAVIOR:

TDS amount calculated is rounded off incorrectly.

EXPECTED BEHAVIOR:
----------------------
TDS amount should be rounded correctly as per the rounding setup defined.

STEPS:
----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Oracle Financials for India > Tax Configuration > Define Regime
Set the Tax amount rounding factor Nearest rupee 1.
Taxable amount rounding factor Nearest rupee 1.
2. Create an AP invoice of amount = 3449.68
3. Apply TDS @ percentage = 5 %
4. TDS amount = 172.48
5. Observe the system is rounding this amount to 173(by the system)
Whereas the expected TDS amount = 172.
