On Production : 12.2.7 version, ATTACHMENTS/ EXPORT
After an E-Business Suite (EBS) migration, intermittently when attempting to open an Attachment, the following screen error message occurs.

"ORA-01403: no data found

FRM-40735 WHEN-BUTTON-PRESSED trigger raised unhandled exception ORA-06502."
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Query a record and click the Attachment paperclip icon
2. Click the Open Document button
