Gather Schema Statistics failed with "ORA-00054: resource busy and acquire with NOWAIT specified or timeout expired"

Symptoms
Executing "Gather Schema Statistics" failed with below error. This program has been running fine without error until yesterday.
Tried restarting both AP and DB Tiers since the error message seems to be related to "resource busy", but error still occurs after restarting.
