Symptoms
In EBS XML publisher When attempting to generate report output in excel format using RTF layout that contains Bullets/Numbers options in layout.The Concurrent program completed in warning with following error and program output generated in XML format instead of Excel Format. PDF and RTF output format run without any issue.

STEPS

The issue can be reproduced at will with the following steps:
1.Create RTF Template using BI publisher Desktop tool and use Bullets/Number in RTF layout.
2.Create Concurrent Program in EBS with output format 'XML'
3.Create Data definition and Template for the program created in Step 2
4.Upload RTF layout to the template in EBS
5.Submit Concurrent Program
6.View output of completed Program
7.Output generated in XML file instead of Excel
