Unable to Add Sub-project, This Sub-project Has Already Been Associated to Project XXX Program (Doc ID 2852150.1)

Symptoms

Adding project B as a sub-project number to project A shows Caution box with,

This sub-project has already been associated to project C Program. Do you wish to create this association?

Click OK button or Cancel button. Click the Cancel button.

Reproduction Steps:

a. > Projects responsibility > Projects. Open the Project.
b. Open the Sub-project Association form.
c. Add the Sub-project to the project. Caution box appears with the above mentioned message.
