ACTUAL BEHAVIOR
---------------
In the email sent to Supplier to fill Pre-Qualification Questionnaire, "Notification Detail.html" attachment is included which is not necessary.
EXPECTED BEHAVIOR

Don't attach "Notification Detail.html", in the email sent to Supplier to fill Pre-Qualification Questionnaire
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Complete prospective registration
2. Login as Supplier Admin
3. Go to Prospective Supplier Requests
4. Open the request
5. Select "Send Pre-Qualification Questionnaire" from the actions menu and click Go
6. Click on Publish
7. Observe that the email received with following subject has an attachment "Notification Detail.html" which is not necessary.
"For your Information: Action Required: Please fill out the Supplier pre-qualification questionnaire"
