Error When Delete Work Order Operation On EAM 12.2.9 (Doc ID 2852497.1)

Symptoms

On : 12.2.9 version, Work Execution

User receives a 504 gateway time out message when trying to delete an operation on a work order that has a resource attached.

If they try and delete an operation on a work order that does not have a resource attached, it works almost instantly.
The same thing happens in both English and French versions
There is no customization in this form
Customer is not able to produce Bug Report as there is no link to access it, Customer does have profile option - "FND: Diagnostics" set to "Yes"
Application is running on Microsoft Azure
This action works fine on R12.1.3

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Navigate EAM > Work Order > Query up Work Order
2. Select Operation and try to delete operation.
3. If operation has no Resource attached, it deletes operation in seconds. If it has a Resource attached it hangs and eventually 504 gateway time out is seen
