Symptoms
On 12.1.3 Environment Printer reset to no print with 19c upgrade on request sets of concurrent jobs The request sets of any concurrent jobs are resetting to "no print" once we enter the fields in Email tab even after entering the printer details.
Only after entering the printer details for the second time, the printer value is saved.
The issue of printer value reset happening only after upgrading the database to 19c.
EXPECTED BEHAVIOR

Printer value should not be changing to no printer
STEPS

The issue can be reproduced at will with the following steps:
1. Login to E-business suite
2. Navigate to Request set submission
3. Enter Email details

The issue has the following business impact:
Due to this issue, users cannot default the printer
